There is definitely under seat storage during takeoff.
Your under seat storage is under 19F as there’s no seat in front of you. Also, if you recline your seat on any flight you are an a-hole.

Horrible seat. Exit row, but comes with no additional legroom and cannot recline. A regular economy seat is better.

Uncomfortable
It is a standard first class seat with ample legroom. However, I found that my lower back hurt after about 2 hours airborne. Suggest bringing something on board to place behind your back, like a rolled up sweater. Did not like the Flight Fuel box of snacks.
